Regice doesn't get rocks, or any other useful utility move - its movepool makes it clear that it's meant to be used offensively, in contrast to its stats. Its best set is a Rock Polish set, off of base 50 speed. It needs to have some better utility, or at least a better boosting move. Unboosted base 100 SpA is hardly capable of sweeping, even with its decent offensive coverage. It needs a special Dragon Dance, or just fix all of the slow, bulky ice types by giving them a field condition which advantages them in the turn order. If we're talking utility, give it a better way to set up Aurora Veil.
Registeel doesn't have the stats to be offensive, and it doesn't have a very deep support movepool either. Spreading Toxic and being fat is nice and all, but it's not exactly hard to counter. You could start by giving it Rapid Spin or Spikes or something. I think what it really is lacking is a decent offensive move to let it be threatening to mons which try to set up on it. A base 150 Steel move would be enough to let it break subs and punish boosts. You could even make it a sound-based move, so the opponent wouldn't even bother to try to avoid getting statused with subs. At the end of the day, a legendary pokemon shouldn't be relying on Seismic Toss for damage.
Regigigas could be fixed by making Slow Start only last 1 turn. Enough to be debilitating and make it easy to switch in on, not enough to make it a total joke. Regigigas's entire movepool has to be built around things like parafusion to try to outlast Slow Start, so when it actually manages to do so, it doesn't have enough coverage in its remaining moves to actually do anything.
