AZ also has an arc, but I can't really call it a character arc because at the end of the story, he doesn't really have any character. He's supposed to be the designated "mysterious person" of the gen but all the mystery gets explained at the end and AZ doesn't have anything apart from the lore. The ending was nice, but he would have benefitted from so much if we learned more about who he is instead of just what he is.
Zinnia does have a defined character arc but she's this low because of how the story handled her poor decisions. Actions that would have been better suited to a villain team are lauded as heroic and correct, which again is mostly the fault of the story for failing to pick up on that. Zinnia doesn't really have a bad personality, but how she was handled in the story did nothing good for her.
Fuji and GSC Eusine are going to be lumped together since they're very similar. By that, I mean they have almost no character apart from several lines of dialogue telling us what they're like. Fuji is at least interesting because of his implied connection to the Mew and Mewtwo experiments and how he's apparently a repentant old man now, but Eusine is just a Suicune fanatic who dresses weird and...that's it. There's nothing else to him, which is why he's dead last.
