Yup.

It would be an interesting question as to who would benefit the most from it; there is a universal boost in bulk since almost everything would get max HP while no one is actually getting statistically stronger, and mixed attacking is back in force.

What if Pokemon had individual EV caps locked to their species? Do you think that could work in balancing out the game?
For example, higher stage Pokemon have higher base stats, but lower potential for EV training.

I don't get why people say Stall would benefit the most. Sure, mixed defenses plus maybe a little more speed or offense is good, but I'd bet on mixed sweepers and bulky ofensive mons getting the upper hand.
Also, maybe trick room gets better?

No, TR doesn't improve. You need to have the lowest possible Speed stat on your Trick Roomer, which is already possible with the current Overall EV cap.

Indeed. And with eight extra spare EVs, you can fuck with any Stealth Rocks that your opponent sets. Ideally, the HP stat of a SR-neutral mon should leave a remainder of 7 when divided by 8. (4x weakness should be odd, 2x weakness should leave 3, 2x resistance should leave 15, 4x resistance should leave 31. With extra spare EVs there are more opportunities to do this.)
