Nintendo says no such thing. All of their marketing is region specific, and even in regions where they think you care about having a console, it's constantly talking about taking it on the go. Even when they think they're advertising a console, they're not, in other words.
Furthermore, 80% of the people using it are using it in handheld 50 - 100% of the time with 37.5% (30% of that 80%) of those playing handheld 80 - 100% of the time as per the stats Nintendo released themselves.
For the final nail in the coffin - if it weren't handheld Pokémon main series wouldn't be moving to it. They have specifically never made a main series game for the consoles for a reason - portability is a requirement for them. They want you to be able to take your game and trade with someone outside (even though most of us probably never bother). so Nintendo had to kowtow to them because they needed this one to not fail.
This is why it's selling well. It's the most powerful handheld on the market now. They know it's a handheld, we know it's a handheld. It's a fucking handheld.
More importantly it's the best kind of handheld - one that will have games similar to the other systems meaning whether you play on PC, PS, or Xbox, the Switch is still something you should pick up alongside them for games you like so you can take them on the go.
They've hit a sweet spot with the Switch that the 3DS never could.
