Give it a resistance to water.

Stop making shitty "defensive" ice types and make more offensive ones like Weavile and Mamoswine.

Just make it resist Normal, Fire, Water, Grass, Electric, Fighting, Poison, Ground, Flying, Psychic, Bug, Rock, Ghost, Dragon, Dark, Steel and Fairy. Then it'll be balanced.
