Realistically that was just a stupid excuse in their own mind, so they didn't have to tell people the system was holding them back probably out of fear of Nintendo fucking with them (even though it was obviously and understandably the case - portable has always been behind).
In their lying to themselves it's become some kind of philosophy that they need to not carry everything over which now butts heads against the actual reason because as of the 3DS, the limitations that really held them back - like space - weren't there anymore they just failed to take advantage of that fact.
It's actually amazing that character design, for example, was possible even in Gen 7 because they heavily implied in interviews for OR/AS that it was going to be a Kalos only thing because they had it in their head that beauty was a theme of the region which that fell under.
All of the dozens of features they have removed could and should have been returned in Gen 6, there was no good excuse against it.
Personally, for the first time in 20 years by the time they release, having played on average most of those days 8 hours per day, I'm not entirely certain I want them if they don't. Leaning towards probably not currently. Especially if it does happen this year.
Ideally, they would have obvious signs and or statements that they plan to do that at least over the course of this next Gen. Maybe something like, it being like Gen 7 but adding all of the Gen 1 and 2 features into start, then the Gen 4 remakes bring back all of the Gen 3 and 4 stuff adding on to the 1, 2, and 7 stuff and the follow up(s) bring back all of the Gen 5 and 6 stuff to add to the 1 - 4 and 7 stuff.
I don't even care if there's new features besides Pokémon this Gen. I will gladly wait until Gen 9 for brand new stuff as long as they give us back the hundreds of hours of content we know they're capable of and bring it forward from then on.
