It is a flat-colored, regular animal-like pokemon (something that since forever has been identified with the normal type) with a mane on fire (which makes it fire type). Remove the mane and there's nothing legitimately fire-ish about pyroar bar the name. That's my best guess for it being fire/normal.
Kinda the same deal as Sawsbuck, being a flat-colored animal with only a specific body part being grass-types, its horns. It is weird tho because mons that also fit that description, like gogoat and rapidash, are pure grass and fire instead of grass/normal and fire/normal respectively. There probably isn't any logic behind it at all. Maybe when gamefreak just feels like featuring a new type combo they go with whatever. Maybe they think a ghost immunity will be cool with the kids I don't know.
I agree on heliolisk tho, it has nothing that I would remotely identify as belonging to the normal type. If a mon can be normal for the reason heliolisk is, then stuff like arbok, pikachu, mareep, mudsdale, etc. should all be part normal. It doesn't have enough to its design that would justify the fire type either, and of course nothing dark at all, op's being a faggot. Heliolisk is just another boring pure electric type that gamefreak just felt like NOT making another boring pure electric type because reasons.
