I also like to believe that Azurill, the only Fairy-type available to you before Viola, was designed to be a more viable early game pick.

Poison was only SE against Grass, as were four other types: Fire, Flying, Ice, and Bug. All 4 types also have additional SE edges against other types, making Poison outclassed.
Steel was SE against Ice and Rock, but so is Fighting-type, which also has edges over Normal, Dark, and, gasp, Steel.
Fairy was made weak to Poison and Steel so that those two types can finally have an offensive niche.
And for the record, Fairy has edges over Fighting, Dark, and Dragon because those were the three most powerful offensive types in Gen V.
