Think, a Diglet can not dig unless it learn the move dig, a flying pokemon can not fly unless it learn the move Fly, a pokemon with developed fang & claw can not even scratch or bite unless it learn and remember the move Bite and Scratch.
These thing are an animal's basic capability, they shouldn't even need to learn a move to do them .
This 4-only move limitation only make sense for the gameplay mechanic of the main game since you can't have enough slot for a pokemon to learn every move in his movepool in the game.
But if you image a pokemon like an animal than they should naturally able to use more than just 4 move.
