Togepi and Togetic have arms and learn draining moves and have arms, therefore Togekiss must learn them as well so as to be consistent.
Do you really want only certain evolutions to not be able to learn moves that they otherwise could if you'd done it before evolving? Because that sounds retarded to me.
And yes, I know that a thing in terms of breeding and level up moves - I've raised thousands of competitive Pokémon - that concept is no less annoying there and shouldn't exist. It's one thing to make it so Pikachu doesn't lean Hyper Beam until it's fully evolved but it's asinine to expect you to level Treecko up to 46 to get Giga Drain which is the only option or otherwise the only reasonable option for it in some games.
