There needs to be a BIRD type

This would solve all the problems. Flying birds would be BIRD-FLYING and birds that can't fly would be NORMAL-FLYING.

This is a perfect idea and I am truly amazed that I came up with this. It would open the door for pure FLYING types as well.

OP is right though. Peck has nothing to do with flight. It's a bird move that birds would share in common. Period. Kill self.

Lick has nothing to do with ghosts. We should make a tongue-type too for Pokemon like Lickitung, Greninja, etc.

Gen 1 originally wasn’t gonna have any dual types. All Pokémon would only have one type, and Bird existed in place of Flying. A lot of kanto mons could lose their secondary type and not look awkward.

When assigning types to Articuno, Zappos and Moltres, they couldn’t decide between Bird and Ice/Electric/Fire, so they came up with dual types there. It wouldn’t be fair to leave out Charizard and Zubat from a type that represents flying Pokémon, so they changed Bird to Flying then and there.

Wouldn't it make more sense for those to be just pure BIRD type?

In any case I think the problem with the flying type (mons that fly like beedrill aren't part flying, flying can almost never be pure or primary type, etc.) would be solved by simply renaming it "wind type" or "sky type". It's kept more or less as it was originally, but now is specific enough to avoid most of these problems: a mon can fly but isn't specifically associated with wind or the sky? not a flying type. Moves like peck could be kept as this type moves because to be honest many moves don't really make much sense when you get deep into them, like lick being ghost or endeavor being normal.
