Rowlet doesn't have time to evolve twice, if he was ever going to evolve, it would have happened before or shortly after Litten evolved into Torracat

It's quite obvious at this point that Litten will evolve fully and Rowlet and Popplio won't evolve at all

Probably why Incineroar is good in both in-game battling but a lot more personality in Refresh. I’m surprised they haven’t shown it on all fours in a good way yet to shut people up on that front to really make it popular.
