the problem is that both of them could have more limited but stronger teams or either Gorebyss or Huntail or Lanturn (I think Relicanth would fit Roxanne more) if not both instead and have some sort of rematch with Luvdisc later.
The ammount of Pokemon per leader team instantly lowers the average level of the team and they already had Sealeo that was only useful for paralysis (also the only mon that
basically made their teams look diverse compared to those used by NPC specialists such as the fishmon Fishermen) since they didn't want to spoiler Glacia. But seriously, I think RSE had no Clamperl's evos on NPC teams during the main story nor Kingdra in RS unless they already have planned E teams back then, but even then Kingdra had to be on another's leader team because of the high BST that would be shared with Milotic and viceverse. Maybe a Starmie would have worked better than let's say Luvdisc or Sealeo, the problem is that Misty in FRLG had it had it as her acemon and they also shared the same signature TM Water Pulse prize so I see why they did avoid it.
