Hydro-pump (although, I feel like surf is a better comparison than scald)
Recover
Rock slide (but only if the pokemon has decent speed)
Toxic (I think poison fang is a better comparison then toxic spikes)

2. Surf. (Kingdra will thank you)
3. Recover.
4. Rock Slide.
5. Toxic. (T-Spikes suck in every tier that matters)
