Spraying ice with water or submerging it in water is the equivalent of spraying molten iron on an iron bar or submerging an iron bar in molten iron. The only thing that's different is what temperature is required for the state change, they would both melt where contacting the liquid because the liquid is hotter.
One thing that has occurred to me while typing this though is that Scald should probably either restore health or increase defense of Ice-Types rather than burn them. At least ones with Ice Body as their ability.
Ironically, hot water freezes faster than cold water. So while you'd think of all the Water moves, Ice-Types might be weak to it, it actually wouldn't be out of place if Scald helped them rather than harmed them by adding ice to their body.
