Really, Game Freak is just used to playing everything safe. They don't NEED to not play it safe, because any Pokemon game they do will make 900 gazillion dollars
But times are changing. People are tired of Pokemon games being played too safe, which also ties into the lack of less interesting merchandise, which is on a completely different level than the games, but whatever; I'm getting too off topic here
