Easily, there are already some official GBA VCs. But Nintendo would have to modify the save type because it doesn't work with the current GBA emulation on the 3ds. Either way, 3ds is dead, so it'll be on the switch.

I mean, if you have CFW on your 3ds you can literally have every main series game digitally installed, from RBY to USUM.
