Garbodor looks ugly intentionally. It's garbage. It's supposed to look somewhat standoffish.
Things like Alolan Dugtrio an Alolan Persian are silly intentionally. They're supposed to be weird, make you laugh.
Bruxish is lurid and gaudy intentionally. See how one of its blue spots mimics a facial mole? Bruxish is supposed to look like your pretends-to-be-nice aunt, who always pinches your cheeks too hard and wears "pretty" clothing in order to mask the fact that she's evil inside. Bruxish is also a Psychic-Type, and I believe they attempted to give it a psychedelic vibe.
Does this make them not ugly/silly/gaudy? No. But when, this is THE POINT of the design, you can hardly complain about it and still be called sensible. The designers just succeeded in their job of the specific emotion they were trying to invoke inside you.
