There's always been a difference in Japan, they've always called them "Illusory Pokemon".

The west just didn't start differentiating between Legendary and Mythical until Gen 5.

There are plenty of official resources that refer to event Pokémon and only event Pokémon as "mythical"

Marshadow also got some decent lore as Ho-Oh's butler. They way it was poking in any out of view like it did reminded me of No-Face, and it ended up going No-Face at the end of the movie anyway.
