Weak to meta coverage and only hurts one relevant meta Type.

Bug gets free turns thanks to U-Turn and moves like Quiver Dance. People only think its weak cuz they look at a Butterfree and not a Scizor, Mega Pinsir, Heracross or Volcarona.

lmao Fire is one of the best types. Huge set of resistances, great offensively, immune to burns and relatively poorly distributed in other Pokemon's movepools (compare Ice type moves in Water Pokemon)

Gen I to IV metas were pretty different from each other because of all the mechanic changes, particularly for a type as barren as bug. Nowhere near as static as it has been Gen IV+
Remember in Gen I/II a lot of bugs didn't get usable STAB moves.
Scyther for Gen I (fast, can abuse crit/hyper beam mechanics)
Heracross for Gen II and III (Megahorn and then Guts)
Scizor for Gen IV (when it got Technician and Bullet Pucnh)

Having a bunch of resistances don't mean jack if they're all worthless. Grass resist don't mean jack when stuff like Tangrowth has Rock Slide and EQ coverage. the best offensive Ice mons also have powerful STAB coverage like Kyurem-B, Weavile and Mamoswine. Offfenses are pretty much put to a stop by the common bulky Water without specific coverage of its own and Burn immunity don't mean jack cuz Scald still hurts em bad.
