Well, the 16 Gyms in Gold and Silver covered all 17 types at the time other than Dark. So they'd have to be a Dark, Fairy or Steel trainer.

From a narrative point I liked it because you had just gone through a huge trial for her and had already clearly proven your skill as a trainer. It is disappointing from a gameplay perspective though.
