Yeah no non-Bug or non-Normal Pokémon evolve into being part Bug or Normal, respectively. The Bug type Eeveelution will be the first and only to break this rule.

A starter can be dual-type from the get-go.
I wouldn't expect a bug starter either, though.
I also don't expect an electric type starter to happen.
