If you add that to Xurk and Ya Boi, Lusamine and Pheromosa (none of these have any evidence of characters deliberately dressing to resemble UBs), it's very hard to deny that they may have had different plans for the UB plot, but scrapped them either due to controversy or due to a lack of proper planning on how to go about that plot.
The game plot only ever states that Nihilego is the UB Lusamine met when her husband disappeared and Nihilego is the UB she was always obsessed with, thus dressing Lillie like one is implied, but she has never seen other UBs so there's no reason for her to influence Guzma on how to dress or be influenced on how to dress herself either
