Blaziken for example, back in Gen 2 before it even debut in the games but was in the anime, was very polarizing where people either called it a Digimon or loved the hell out of this mysterious karate chicken.
I stand by that it was lazy as hell to add a bunch of evolutions all at once like that, and given them stupid evolution criteria. Lore wise it at least makes sense why an evolution wouldn't be commonly seen, because the evolution criteria is hard to meet.
