No, that's Aeroblast. It was how it looked like both in the gen 2 games and in the early anime. The anime just used it later on as hyper beam because drawing an orange beam is easier than the colourful rainbow-ish beam it was at the very beginning of the anime.

Beam animation is cooler because it's like a wave of compressed air incinerating whatever it hits. Like take air resistance and turn it into a beam, or something. I don't know. Point is, beam animation is best animation.
