Yes, Zeraora was technically unannounced, but many people thought that, since PR leaked actual unannounced stuff such as Dusk Lycanroc that he meant a new Pokemon (not Zeraora).

It doesn't matter. PR keeps hyping stuff up and backpedals as soon as shit doesn't work in his favor.

H quickly corrected himself and spent the following weeks clarifying that it wouldn't be an Eeveelution. I'm not sure what more he could have done, short of not speculating at all, which seems silly.
