Same goes for Drayden being mayor of Opelucid City in Unova. As such, there are certainly mayors for every other town/city in every other region, but they're just not important enough to the game's plot to appear on-screen; but they do exist. Beyond that, the same applies; there are almost certainly regional governments, a national government (Japan, USA, France, future settings), and international cooperation (The International Police in the world of Pokémon is presumably just the IRL INTERPOL, just with Pokémon). We've also seen in-game references to the "sister city" program, with regions' cities references other regions' cities.
