Statwise, we haven't had a second Eeveelution with 130 in HP or Speed. Also, offensively and defensively it would need to lean physical because there are already multiple Eeveelutions with high special stats. Also, only two of them are fast -- would be neat to see another speedy one.
Maybe this could be pure Dragon with something like:
HP: 130
Att: 110
Def: 65
SpA: 60
SpD: 65
Spe: 95
With access to moves like Dragon Dance, some physical Dragon moves (Claw, Rush, Outrage...), and then typical Eevee shenanigans like Trump Card and Baton Pass? Is that good?
