Lets assume this image is real.
Few observations
First of all we only see Kanto Pokemon in it and quite a lot of them for such a small space. While this doesnt confiirm the lack of other mons from newer gens in this it does imply its just Kanto mons
The trainer doesnt use any gear for swimming on Lapras. It looks like XY version of it. That implies Pokeride didnt make it into this game and HMs are back. Which makes sense. Kanto never got rock smash untill FRLG post game so Tauros would be pointless, same for Mudsdale rock roads (even if other mon would replace Mudsdale) and Sharpedo water rocks. Cut trees were very prominent in Kanto (Vermillion gym says hi) so HMs are probably back. We saw something similar in ORAS when Pokemarts came back and customization didnt make it.
The design is identical with FRLG Route 21. Even to the point of having square islands and weird rocks. That makes me think its just a remake of FRLG. A reboot or sequel wouldnt need to region to look identcial with even the smallest details as we see here
