It is a rock type because it is made of glass and because as the first UB revealed and the posterchild for them all, it oughts to have a unique type combo.

However, I have a strong feeling that if nihilego was somehow introduced in any previous gen, say gen 3 for example, it would have been made into a psychic type. The type philosophy has slightly changed over the years.

Well, in my head Nihilego was based on those fungi that cover rocks and those kind of things. For me that's why it is a rock type.
Also, in my opinion this symbiotic nature is why it could interact with Lusamine like a fusion or whatever that was in Pokémon Sun/Moon.

Anyone who actually understands Biology feel free to correct me, that's not really my area.

No it shouldn't. It's a glass jellyfish that lives in a cave styled like a crystalline coral reef. It's not different from any of the sand = water mons. Like Garchomp, Hippowdon, and Krookodile. Or Malamar. Or Eelektross.
