This tweet is from Pokemon's head scenario writer, so it's pretty legit.
No one has stated what the exact gap between 2/4 and BW is, but we know that 1/3 to 2/4 is 3 years, BW to BW2 is 2 years, and I remember reading somewhere that Gen VII takes place about two years after XY. That's seven years plus a single gap of unknown length. Granted, the last Rocket grunt from the Johto games having a family by the first Unova games does mean that it could well have been 13 whole years between 2/4 and BW.
