Even some darker skinned characters. Unless they're based in Japan explicitly (where there are few black people meaning the anime follows suit) or it's otherwise made apparent (like the character having the signs of being a gyaru, or specifically showing lines), it can be difficult to tell dark skins from simple tans in anime.
