But OHKO moves along with other sub-100 accuracy moves would be removed instead of raised to 100, unless they're very close to 100 or there is no optimal alternative (e.g. physical rock moves). Will O Wisp would be 100 accuracy, paralysis would strictly just cut speed. It would take testing to evaluate cases like Hurricane, for example, Pidgeot would be granted it with Pidgeotite but Tornadus wouldn't get it at all?

Stall teams can't rely on Scald burns or Sludge Bomb poisoning, while offensive teams can't rely on flinching (barring moves like Fake Out) or crits (barring moves like Storm Throw). The rest of what you said already happens, considering items and abilities already help mons focus on large damage output, not to mention we have Z-moves.
