Sure they are rigged, but if you keep your eyes open to machines people are spending money before, and not winning, you can normally jump in and win something after they leave empty handed. Plus certain arcades have better "win frequencies" than others, and on top of that, there's just something about winning from a crane machine that makes it worth it as long as you don't go overboard.
I think I have almost two 50gal containers full of crane game machine winnings, and most arcades will let you swap what you win from a machine with anything else in the same machine.
