Which is your favorite Sugi art style? For me it's
Gen 3 > Gen 1 > Gen 4 > Gen 5+

i love gen 3 a lot but the art style has always bugged me. gen 1/2 art style has a nice charm to it with the way its colored and whatnot but gen 3 artstyle, and partially gen 4 art style, just reminds me of shitty how to draw manga books i had as a kid ¯\_(ツ)_/¯ i really like ORAS art style and character design in comparison to RSE and feel like not much at all was lost.. i guess i like gen 7 artstyle the most because it kinda just looks like a more polished gen 5 art style to me, even if its arguably a little more bubbly/"kawaii"

but yeah gen 5+>gen 1/2>gen 4>gen3

It can be divided further. There are more subtle changes from game to game. Sugimori's art for Emerald uses deeper colors compared to Ruby and Sapphire. His art for Blue uses more watercolors with white highlights than his very plain artwork for Red and Green. You also have to look at the art direction for each game and what it was trying to represent. All of Sugimori's Pokémon art for Blue is very dynamically posed, with the intention most likely being trying to differentiate it from Red and Green and make it stand out. You can tell that it did help him as the artwork for Gold and Silver, while not on the level of Blue, was far more interesting than Red and Green's. This is the case with most Pokémon art at the beginning of a Generation. The poses will be simple enough to get the point across, but still have a bit of personality to them to keep them from being totally flat. In the case of revisiting a game in a third version or remake, the artwork is often much more dynamic because it's assumed that the player is already familiar with the basic designs.

But the color palette is also a conscious decision. FRLG Red's colors are faded to the point that the red parts appear pink. This may have been an intentional choice because the appropriate GBA graphics colors were limited due to the lack of a backlight until the AGS-101 and vibrant colors wouldn't have looked as good. It's also possible that they were trying to mimic the lack of color on the Game Boy. Meanwhile, HGSS uses many vibrant colors both in-game and outside in the artwork. This is because most people had a DS Lite or DSi which could display colors well (especially the latter) and it may have been an homage to Gen II introducing proper color into the series.

Sugimori illustrated the protagonists, the mom, Professor Juniper, Cedric Juniper, N, and the Pokémon for Black and White. I'm pretty sure it was Ohmura who did Cheren, Bianca, the Gym Leaders, Elite Four, Alder, and Team Plasma.

First off why would you even try to compare Sugi's art without using his actual fucking drawings?
Secondly, why would you try to recreate his style when you can even draw properly?
And thirdly the last one isn't even Sugi, it's fucking Ohmura.
Sugi's style didn't change much from gen 3 to 5, and honestly I never really liked his artstyle during gen 1 and 2, he drew eyes too small and too far apart.

But answering your question: BW2, ORAS and SM are my favorites when it comes to human designs, but I'm taking Ohmura's drawings into account too.

Gen 1-3. I prefer the washed out watercolor style, eyes were more varied than huge ovals, designs were more intricate, it took more than 10 minutes using the fill took in Microsoft Paint to make each one, it seems more traditional Japanese than chibi/internationally appealing, and most importantly it provides glorious nostalgia to the original Pokemania days

As for human designs, Gen 1 is instant nostalgia for me. I love the small eyes.

no one recognizes the chipmunk teeth as a gen 5 thing though, because its not. when gen 6 was being revealed people saw shauna and said she looked like rosa and bianca (only bianca because of the teeth) and then now in gen 7 its just a thing a lot of characters have. but in gen 5 it wasnt a overdone art style trend, it was just a feature associated with bianca. most characters didnt have it.
