Boy, from what little i saw from BW, they were actually very competent TR members, and in SM they're doing pretty well, the only problem is that in this season they're literally NOT ALLOWED to win, for Deus ex bear will always stop them every time just as they're about to win.

Not in the anime, Ash's used to be a regular Z-Ring before the Tapu upgraded it into a Z-Power Ring.

The reason that's possible is because the show doesn't need them to survive therefore the creative team can just do whatever they want with them for the most part.

Same reason Ash is generally boring and loses a lot of character, because the team can't fuck him up or do things with him like they can with TR.

If James was actually seriously trying to be a trainer he could make a pretty great team from his Pokemon and would have a strong bond.
When they try Jesse and James can come up with some clever fight tactics. He's a good guy at heart too, but Team Rocket is where he feels at home. Travelling the world, causing mischief with his buddies.
James' possible team:
>Caturne, Arcanine, Toxapec, Bewear, Mr. Mime, and Yanmega on loan.

I never thought of that. Jessie and James have had great bonds with their Pokemon. Hell, they gave away their pokemon for them to have a better life (Cacnea, Dustox, Arbox, Weezing, almost wobbuffet). They've had the most continuous development throughout the series. Hell, SuMo is there best version in terms of Pokemon skill and competitiveness. They just suck in competitive battles (of course for comedic effects). However, I do agree. If they ever get serious they could have a great team.

It would be funny if Jessie and James fought Ash in the Alola League. The only way Ash can be champion is if he beats them.

Its funnier when you realised, when Jesse started being serious about competing in competitions she was actually good enough to compete with actual professionals who dedicate their entire lives to it very quickly. And way better than Ash was when he had a pop at it.
Team Rocket are pretty talented at their core but misguided. Meowth too is pretty talented when you think about it. He could easily reform and work with one of the professors to further Pokemom research, but he chooses not to because he wants to make it on his own as an individual. To be a Pokemon with status and power thats earned through graft.
