Sticky Web is balanced by the fact that only Bug-type shitmons (and Slurpuff) learn it

The other hazards (Spikes and Toxic Spikes) also have fairly limited distribution

However, everything and its mother can learn Stealth Rock including pink blobs like Chansey and Clefable

Like most other OP moves, the problem is distribution. Also, they deal too much damage, there should only be 2x resist and 2x weakness to SR, not 4x.
