Uh. No. Gen 4 and onward introduced a button combination needed to delete your save file so that you had to purposefully delete it. It's gone my man.

If it was gen 3, you could just turn it off and on again until it shows back up. (worked for me, anyway. But mine said it was corrupted)

Also for the pokemon bank, if pokemon where uploaded then the subscription expired (? I think), can I still see what pokemon where there? I don't see any pokemon bank on the 3ds anymore but can I figure out the account details based on the credit card or something?
