Gamefreak, at this point in time, had not created any reference images or style guides etc. for Pokemon. HAL had to come up with all the animations themselves, with the anime being their only decent point of reference. (You'll notice Ice Beam's animation is heavily based on how it appeared in the anime.) Surprisingly it seems this remained the case for Stadium 2, which is why you still have oddities like Crobat's underbite.
