The clothing and the embarrassed look on that Ampharos's face is supposed to convey that any social acceptance is thrown out the window once something abnormal surfaces. Pokemon aren't supposed to wear clothes. If you look at any normal picture of Ampharos, you just see it for what it is. But once those clothes are added, the picture has a whole different meaning. The Ampharos doesn't like it, it's the sick fucks that want to fuck Pokemon who like it.
