I really liked Lysandre. I liked that he had this grand vision for a future where the most wealthy and successful people would rebuild society, only to realize that the people he wanted knew his plan was fucking stupid and the only people he could get were useless trust fund kids.

In terms of scope, Cyrus.
In terms of personality, Ghetsis.
Lysandre is a runner up for both, but he falls flat on so many levels because of poor writing.
You can technically count AZ as he actually succeeded with his plans, but he's clearly remorseful and suffered for his actions, whereas Cyrus, Ghetsis and Lysandre believed they were correct to the very end.
