It's been in the files of every single game since Gen 6 with it's own unique stats,movepool, and shiny form., and Gamefreak will never ever ever release it. Ever

Reminder it only became its own thing due to the jump to 3D models specifically requiring a distinct Pokémon from all the others of its Species for the storyline and Game Freak never seriously considered handing it out as an Event.

Yeah that's why instead of just being a new model, it also has it's own bst, shiny form and it's own unique move with full animation. Because 3D modeling.

Remember that battle with AZ? You were supposed to fight him with EF, then they changed the storyline to EF reuniting with him after the trainer battle. Game Freak never dummies shit out (even cosplay Pika's placeholders got used for Capachu), so obviously never bothered with removing all the set-up, because honestly, who really is autistic enough to open the game and dig through the code before playing the game?

True for items but not for Pokemon. Spiky-eared Pichu was removed, and Cosplay Pikachu no longer exist in the games, even if they were replaced. E-Floette not only having its own signature move but an updated animation and new dex entries means it was intentionally left in.

They didn't scrub Spiky Ear Pichu, it just didn't have a gen 5 sprite or 3D model. There's still some data for it laying around in the gen 7 code. Mainly the box sprite and data number.

If Gen 8 is coming only in late 2019 (and not in january/february like some people expect), then there's a chance they'll somehow put AZ's Floette or Painted Magearna as the eventmon for next year's anime movie.

They always have a mythical alongside the new gen mon, Lucario had Mew and Zoroark had Celebi, both of which weren't legally obtainable back then because the gameboy games weren't compatible with gen 3/4
