They probably felt she needed a gen 4 pokemon as her ace, but Croagunk and Toxicroak didn't fit her at all. They also likely wanted kids to be hyped for Lucario by fighting an overleveled one early.
She could have had a Riolu instead though, like in the manga. It's cuter.
