Starfish are also extremely slow animals, yet starmies best stat is speed, so if you're looking for accuracy to the real animal, your not gonna find it.

It already has Natural Cure as its regenerative ability

Besides, Regenerator's not of much use on a frail offensive Pokemon. It'd rather have something like Protean. And it'd make sense since Starmie already learns Camouflage and Reflect Type.
