Ghost types AREN'T actual ghosts, they embody the supernatural and have supernatural powers, it's like someone who sees spirits, they have a connection to the supernatural side but they themselves aren't ghosts.
That's why Normal-Type and Ghost-Type don't effect each other, Normal being a Natural thing while Ghosts are Supernatural, they're different sides of the same coin.
A Mimikyu Ghost isn't that 'OMFG WOT!?', Mimikyu is Ghost type because it can send things to the other side, it itself is not a Ghost.
If types were given more technical names, Ghost type would've been called 'Supernatural-Type' but it doesn't roll off the tongue too well.
