Ditto can use it just fine if it transforms into a Pokemon that has it.

The only reason it can't learn it on its own is that it's too damn stupid. It's another trait you and Ditto share, other than being pasty, misshapen lumps.

Like Mandibuzz just pukes vile stomach contents of partially digested rotten carrion at you. Blissey pokes you with a dirty syringe. Grenninja is a ninja master with poisons, which is why it also gets Toxic Spikes. Monkeys like Infernape fling poo at you. And so on and so forth.

Yes but Magearna is special in that it's the only Pokemon that can learn TMs but cannot learn Toxic.
