Brainlet memes aside, Pikachu-Mega would be solid RU or even UU.
It has the offensive power of Medicham while being in an OK speed tier (110) and having a deep movepool.
It still dies to a breeze though and gets crippled by Knock Off, so it still has the same exploitable weaknesses.
