In prebank meta it was OU. Keep in mind that half of the Pokedex isn't available in prebank and that pretty much nobody played it seriously; even before the bank release, "postbank" was always the official Smogon metagame, and Decidueye was never OU in postbank.

As much as I hate to admit it, Decidueye was in fact OU for a short while because autists kept it there through trying to force it to be useful. You wanna know what we call a pokemon that was forced into OU because of autists trying to force its usefulness despite it actually being mediocre at best?
