The first 2 stages are flying. The mid stage has horns and fangs yet is flying.
Are you arguing that talons are a fighting type characteristic rather than a flying type characteristic?
Are you arguing that a finned tail is a fighting type characteristic rather than a water type characteristic?
The final stage uniquely has claws, which is certainly a reach for the fighting typing and doesn't outweigh the giant wings that scream "flying".
