They said in an interview that they choose like the 10% of their designs. That means there are like 900 scrapped designs every generation. And they pretty much never reuse them because thry start again every time.

But that's wrong, a lot of gen 2 has a lot of pokemon they couldn't add in gen 1.
Shellos was also supposed to be in gen 3 and Tirtouga is a modified version of an scrapped gen 2 design.
